Phase C state-wide settings: metropolitan Melbourne and regional Victoria

Victoria’s Chief Health Officer has determined that from 6pm today, Friday 29 October, Victoria will move to Phase C of the Roadmap: Delivering the National Plan.

Metropolitan Melbourne and regional Victoria will be subject to the same state-wide settings including eased density and capacity limits, if workers and customers are fully vaccinated.

 

If workers and customers are not fully vaccinated with two doses, or venues do not check vaccination status, premises in regional Victoria may be forced to close, or operate with reduced capacity limits.

 

Phase C state-wide settings: metropolitan Melbourne and regional Victoria

 

DQ4: one person per four square metres  |  DQ2: one person per two square metres

Hospitality	- Small venues: up to 25 people - Large venues: indoors DQ4 applies with seated service. - Outdoors: DQ2 with a cap of 500 patrons and seated service is not required. Dance floors are permitted outdoors - Food courts: DQ4 Masks can be removed to consume food and drink.	Closed, except for take away. All hospitality workers must be fully vaccinated by 26 November 2021 if they are working on site, even if they are only providing takeaway, as part of mandatory vaccination requirements for select workers.
Accommodation	Bookings are subject to the private gathering limit and are permitted for: - the person making the booking, plus  - the other members of their household, plus - the intimate partners of the person or any member of their household, plus - 10 additional people (dependants included, infants under the age of 1 excluded). Vaccination is strongly recommended for all guests. Density quotient of one person per four square metres applies to communal spaces indoors, and one person per two square metres outdoors.	Only fully vaccinated guests can access spaces with vaccination requirements, such as swimming pools and restaurants.

Creative arts studios	Indoors: DQ4 Outdoors: DQ2 with a 500 person cap	Closed
Entertainment and function premises	- Non-seated indoor space: Fully vaccinated indoor DQ4. - Seated indoor space: Fully vaccinated 75 per cent capacity or DQ4 up to 1000 - Outdoor seated: Fully vaccinated DQ2 up to 5000 per venue.  - Outdoor non-seated: Fully vaccinated DQ2 up to 5000 per venue. Funeral parlours and crematoriums	Indoors: DQ4 Outdoors: DQ2 up to 500	DQ4 applies, maximum of 30 people.
Gaming machine premises	Indoors: DQ4	Closed
Physical recreation premises	Indoors: DQ4 Outdoors: DQ2 outdoors up to 500	Community sport participants (players, coaches, officials and volunteers) can access facilities without showing vaccination status. Community sport spectators may access facilities without showing vaccination status, subject to public gathering limits of 30 people.
Real estate	Indoors: DQ4 Outdoors: DQ2 up to 500 people	Inspection by private appointment with a single household, if vaccination status unknown.
Hair, beauty and personal care	Indoors: DQ4	Closed
Tours and transport	Indoors: DQ4 Outdoors: DQ2 with a 500 person cap	Closed

Retail

Retail will be open in both metropolitan Melbourne and regional Victoria. Under Phase C:

• Customers attending general retail (e.g. clothing store) and essential retail (e.g. supermarket) will not be required to provide information on being fully vaccinated. 
• Workers in general retail and essential retail are required to be vaccinated by the dates specified in the COVID-19 Mandatory Vaccination (Workers) Directions (second dose required by 26 November 2021).

Businesses must verify their customers’ vaccination status.

If the customer has uploaded their COVID-19 Digital Certificate to their Service Victoria app, you will be able to see their vaccination status together with their check-in details.

Next stage on the Roadmap: Phase D

90 per cent of people over the age of 12 are fully vaccinated. That is expected on 24 November. Under Phase D:

• All customers attending general retail must be fully vaccinated to allow density limits to be lifted at this time.  More detailed guidance will be finalised as we reach 90 per cent.  We encourage everyone to get vaccinated as quickly as possible.
• All workers in general retail must be fully vaccinated to allow density limits to be lifted at this time.  If your workers are not fully vaccinated, your business may not be able to open when Phase D settings begin. Encourage your workers to get vaccinated as soon as possible.
